Council Departments & Committees


Murewa Rural District council consists of 30 Councillors who form the policy making body operating through the Committee system. There are seven main departments, all headed by the Chief Executive Officer.


The Finance Department

The Finance Commitee seated from Left Dr A.M Gurajena C.E.O,Cllr M Mashaire,Cllr C Muvirimi ,Cllr Kanyemba ,Ald Madzica Finance Commitee Chairperson,Cllr S Femayi Council Chaiperson ,Cllr I MalikiMission: The Mission of the department is to sustainably support and enhance corporate growth through prudent financial management.

Head of Department: Mr Noah Chimboza (B. Comm Acc Hons, M. Comm Applied Acc, LCPA (Z)). He is an accountant by training with extensive experience in local government finance and administration.


The Finance Committee: It reports to the Full Council and consists of five members:

Committee Responsibilities
1. To improve and enhance the effectiveness and efficiency of revenue mobilization mechanisms.
2. To produce and make council annual financial statements audited within the time frame specified in the Public Finance Management Act.
3. Management of Capital funds.
4. To run strategic business units of council profitably.
5. To manage council assets (Insurance).
6. To monitor monthly council budget performance.
7. To consolidate council annual budget.

The Engineering & Technical Services Department

The Roads and Works Commitee seated from Left Cllr T Mukomberanwa ,Cllr M Musiyarira Commitee Chairperson ,Cllr B Nyambo ,Cllr S Femayi Council Chairperson ,Cllr F Munyukwi

Head of Department: Mr Sithole Ernest ( BSc Hons CIV Eng, UZ ) He is a graduate member of the Zimbabwe Institute of Engineers (Z.I.E) responsible for servicing and advising the projects and planning committee as well as the Roads And Works Committee.

It consists of five members:

Committee Responsibilities
1. Servicing and advising the projects and planning committee as well as the roads and works committee
2. Designing, Construction & Maintaining Council Infrastructure.
3. Prepare short term , medium & long term strategic plans for the department.
4. Prepare & Monitor the Department’s Budget.
5. Spatial Planning in The District.
6. Roads Construction & Maintenance.
7. Housing Service Delivery.
8. Development Control.
9. Buildings Inspection

The Internal Audit Department

The Audit Commitee seated from Left Mr G.T Chiseve -Internal Auditor ,Cllr J.M Matanhire ,Cllr D Dandara,Cllr C Machanzi ,Cllr S Femayi Council Chairperson,Cllr A.Z Matema Commitee ChairpersonMission: The Mission and scope of the committee is to provide an independent, objective assurance and consulting service designed to add value and improve the council’s operations.

Head of Department: Mr Gorejena Tapfuma Chiseve (ACCA) (UK) (R.P.Acc-Z). He is a holder of a Bachelor of Business Administration Degree in Accounting attained from Solusi University , he is also a full member of the Association Of Chartered Certified Accountants (ACCA)(UK) and a registered as a Public Accountant (RPA-Z) with the Public Accountants and Auditors Board Of Zimbabwe(PAAB) and is also a member of the Institute of Internal Auditors (IIA).

The Audit Committee: It reports to the Full Council and consists of six members:

Committee Responsibilities
1. To Consider The Appointment Of The External Auditor, The Audit Fee, And Any Questions Of Resignation Or Dismissal.
2. To Discuss With The External Auditor Before The Audit Commences The Nature And Scope Of The Audit.
3. The Committee Shall Monitor The Integrity Of The Financial Statements Of The Council.
4. To Review And Discuss The Risk Management And Compliance Initiatives Planned For The Year.
5. To Examine The Manner In Which Management Ensures And Monitors The Adequacy Of The Nature, Intent And Effectiveness Of The Risk And Control Infrastructure Of The Council.
6. To Obtain Reasonable Assurance With Respect To The Organization’s Values And Ethics Practices.
7. To Obtain Reasonable Assurance With Respect To The Organization's Governance Arrangements.
8. To Obtain Reasonable Assurance With Respect To The Organization’s Risk Management Arrangements.
9. To Obtain Reasonable Assurance With Respect To The Organization’s Management Control Framework.
10. . To Obtain Reasonable Assurance With Respect To The Organizations Procedures For The Prevention And Detection Of Fraud

The Environment Department

The Enviroment Commitee Mission: The Mission of the department is to ensure the sustainable utilization of natural resources and the promotion of sound agricultural practices

Head of Department: Mr Serere John (Msc Strategic Management-C.U.T) (Bsc Geo and Env Studies-Z.O.U).

The Environment Committee: It reports to the Full Council and consists of five members:

  • Councillor Dennis Ndlovu - Member
  • Councillor Happymore Kashaka - Member

Committee Responsibilities
1. To Formulate By –Laws On Environmental Conservation And Ensure Compliance Of The By- Laws And Other Statutory Instruments.
2. To Advice The Environment Committee On Legislative Issues Relating To Sustainable Natural Resources Utilisation.
3. To Draw Up, Implement And Monitor The Committee Budget.
4. To Promote The Peaceful Co-Existence Of Farmers Through Conflict Resolution Of Land And Boundary Disputes.
5. To Administer Pounds In Compliance To The Stock Trespass Act Chapter 19:14 And Council By Laws.

The HR & Administration Department

The Human Resources Commitee seated from left Cllr W Mutizwa ,Cllr B Nyambo,Cllr M Musiyarira ,Cllr Marume ,Cllr T Mukomberanwa Commitee ChairpersonMission: The Mission of the department is to sustainably support and enhance corporate growth through prudent administration management.

Head of Department: Mr. Raymond T. Mudautsi Diploma in Personnel Management (IPMZ) obtained in 2005 and a Bachelor of Science Honors Degree in Development Studies (ZOU) obtained in June 2015. He also holds short course qualifications/certificates in Personnel Procedures, Accounting, Computers and Procurement.
